HIV Counseling, Testing and Referral Services have been an integral part of HIV prevention services in the District since the first HIV testing site was established in 1986. In 1992, the Agency for HIV/AIDS (AHA) created the Division of Counseling and Testing Services as a model program to provide existing neighborhood health clinics and designated governmental agencies to provide HIV Counseling, Testing and Referral (CTR) services in all eight wards of the District. By the end of 1995, CTR services were funded or administered by AHA in a total of 25 sites. These included freestanding anonymous CTR sites, STD clinics, drug treatment facilities, prenatal/ob clinics, TB clinic, community health centers and correctional facilities.
